Well It's going to be expanded, but the governement is shutting down Alternative energy loans to do so. Effectively shutting down development of new energy sources. Now in the same week we have Putin exploring new energy sources locked in underwater crystals.
What a contrast? Don't we need alternatives to oil? Russia exports Oil and they are still developing these new energy sources!
